On the opening ceremony, the executive secretary of the UN Framework Convention on Climate Change secretariat, Yvo de Boer, expressed that the ideal Copenhagen treaty will contain three parts: Firstly, the fundamental actions should be taken such as slowing down, adaptation, financial support technology and capability construction. Second is the execution of the ambitious emission reduction promises and actions including the emission reduction subsidiary of 10 billion per year from the developed countries in the short run and the arrangement of financing in the long term. The last thing includes forming a consensus among the parties in actions and goals of long-term cooperation.
"The Copenhagen Summit can be marked as a success only if right after the conference immediate actions are taken across most parts of the world." The secretary emphasized at the end of his speech.
